Agent Cotter is the typical soulless henchman, following orders and doing the dirty work for a corrupt government leader who's supplementing his retirement plan by selling stolen plutonium to the highest bidder. But he views himself in a much more important role, orchestrating jobs rather than soiling his hands. Cotter takes along his own "enforcer" to do the actual grunt work, as he cold-bloodedly coordinates a bomb in an NSA office, killing agents as well as innocent civilians.
When tailed and confronted in his apartment by Frank Parker, Cotter quickly rolls over on the secret operation, proving himself to be not only a coward, but also without honor or loyalty even among his own band of thieves. Left bloody and unconscious in his bathtub, Cotter comes to a predictable end, shot and killed by a former partner for spilling what he knows.
